The Secretary's Memorandum 1076-031, enacting a change to Rural Development, was signed on August 12, 2019. The Farm Service Agency's organizational structure is established by Congress and overseen by the Secretary of Agriculture. The FSA administrator reports to the Agriculture Undersecretary for Farm Production and Conservation (FPAC).
