The Scrum Burndown Chart is a graphical representation of the current project releases progress toward completion compared to the planned rate of completion. The goal is to make sure the project stays on track to complete the solution as planned and on time. In Scrum, velocity refers to the rate of progress. It quantifies the work done in story points or some other unit of measure per cycle. Only the finished stories at the end of the iteration are counted toward the velocity, so this is an important rule to follow.
